At a time when foreign governments were scrambling to contact Trump, the conversation was a victory for the Vietnamese. But inside the State Department, officials were puzzled and concerned. Historically, post-election calls to heads of state are choreographed affairs. Careful deliberation goes into who the president-elect speaks to first and career diplomats deliver background briefings on issues to be raised and avoided.

The Trump transition operation ignored those conventions. The contact with Vietnam was not up by the State Department. Instead, Trump’s personal lawyer, Marc Kasowitz, helped arrange the call.

한국원자력연구원(원장 하재주)은 우리나라를 포함한 미국, 프랑스, 독일, UAE 등 11개국 18개 기관이 참여하는 원전 안전성 향상 국제공동연구 ‘OECD-ATLAS’ 2차 프로젝트의 정기회의를 UAE 원자력 안전규제기관인 원자력규제청(FANR)과 협력해 17일부터 18일까지 양일 간 UAE 아부다비에서 개최했다.

이번 회의에는 프로젝트 참여기관 전문가 50여명이 참석, 원자력연구원의 원전 안전연구시설 ATLAS(가압경수로 열수력종합효과 실험장치)에서 수행 중인 다중고장사고 실험, 차세대 안전계통 실험 등 다양한 안전 실험 데이터를 분석, 공유하고 향후 계획에 대해 논의했다.

또한 UAE Viktorsson(빅터슨) 원자력규제청장이 참석해 UAE 원자력 현황에 대해 발표하기도 했다.

앞서 16일 참석자들은 UAE 안내에 따라 바라카 원전 건설 현장을 둘러봤으며, UAE 관계자들은 향후 원전 운영 과정에서 필요한 안전 기술력 증진과 이슈 해결을 위해 OECD-ATLAS 프로젝트에 더욱 적극 참여해 나갈 것이라고 밝혔다.

UAE는 이번 회의를 자국에서 개최하기 위해 FANR과 원자력공사(ENEC), 그리고 칼리파과학기술대학(KUST) 등 규제, 사업기관과 학계가 지속적인 협력을 펼친 것으로 알려졌다.

최기용 열수력중대사고안전연구부장은 “UAE는 바라카 원전 운영을 앞두고 ATLAS 등 APR1400의 안전성을 평가, 검증할 수 있는 한국의 세계적인 원자력 안전연구 시설과 기술력에 많은 관심을 보이고 있다”며 “앞으로 양국 간 기술 협력 확대를 통해 UAE 안전 기술력 증진은 물론 국내 기술의 추가 수출도 기대할 수 있을 것”이라고 밝혔다.

OECD-ATLAS 2차 프로젝트는 지난 1차 프로젝트의 성공적 완료에 따라 연구의 지속적 추진을 바라는 참여국들의 지지를 바탕으로 지난해 개시됐으며, 원자력연구원의 ATLAS를 이용해 획득한 데이터를 핵심 연구 자료로 활용한다.

1차에서는 후쿠시마 사고와 같은 설계기준초과사고(bDBA)에 대한 사고 진행과정을 규명하고, 원전 안전성을 예측하는 안전해석코드를 검증하는 등 다양한 성과를 거둔 바 있다.
